TO EXPRESS RECOGNITION AND  DISTINCTION  TO  THE NON-PROFIT  ENTITY “LIGA  GUAKIA  TAINA KE, INC.,  FOR  THEIR  LAUDABLE MISSION OF PROMOTING  EDUCATION  AND  KNOWLEDGE OF   INDIGENOUS  TAINO ETHNO-HISTORICAL AND  CULTURAL  HERITAGE  IN DIFFERENT  INSTITUTIONS WITHIN AND  OUTSIDE  THE GEOGRAPHICAL  LIMITS  OF  HUMACAO  AND  OTHER  MUNICIPALITIES  IN THE  EASTERN REGION OF  PUERTO RICO. 
WHEREAS:     Law Num. 81 of August 30th 1991,  in its Article  2.001 (2) establishes that:  municipalities      exercise   Legislative and  Executive Power  in all matters of  municipal  nature  that redound in the  well-being of  the  community and  in its economic, social  and  cultural  development; in the  protection of  public health  and security  of  persons,  that promote civic and  solidarity in the  collective  interest.
WHEREAS:     Through  the initiative  of  Dr.  Carlalynne  Melendez Martinez (PHD),  the  non-profit  organization “Liga  Guakia  Taina  ke”  was founded and  organized under  the  laws  of  Associated  Free  State  of  Puerto  Rico  and  registered   in the  Department  of  State, on December 22,  2005, with  registry  number  48705.
WHEREAS:     Melendez  Martinez,  present  Director  of  the  Corporation, before  assuming the  directorship  of  the organization  was  professor  of  various  disciplines, including; Anthropology, Humanities, Geography, Sociology, and  History  of  Puerto  Rico at  the  University  of  Puerto  Rico  Rio Piedras,  Bayamon  and  Humacao  Campuses,  as well as in InterAmerican University, University of Turabo,  American University  at  Bayamon,  and  at  the  State  University  of  New  York  at  Binghamton.
WHEREAS:    The  Liga  Guakia  Taina ke, Inc., was  established  with the purpose of  creating  projects  that  focus on the  reconstruction  y  revitalization  of  the indigenous  Taino culture, language and  customs  of  our island  (Boriken); as well as fomenting  social, family, and  community integration. The  Liga  established  Naguake  Community (We  are  of  this  Earth) as the base for  implementing these projects.
WHEREAS:     The most  noted  projects  established  or  scheduled  to  be  developed  in  schools,  communities and other  communal institutions, located  in the  Municipality of  Humacao  and other  municipalities  in the  eastern Region,  are  the  following: Schools in Naguake  (We  are  of  this  Earth); Taino Cultural-Linguistic Immersion Program;  Community  Farm  Program; EcoAgroCultural  Corridor;  Guardians  of Forests,  Rivers,  and  Land; Community  Tourism; Taino  Summer  Camp; and  Healing  and  Loving the  Creation of  God.                 
WHEREAS:     Dr. Melendez  Martinez,  present  Director  of  the  Corporation, before  assuming the  directorship  of  the organization  was  professor  of  various  disciplines, including; Anthropology, Humanities, Geography, Sociology, and  History  of  Puerto  Rico at  the  University  of  Puerto  Rico  Rio Piedras,  Bayamon  and  Humacao  Campuses,  as well as in InterAmerican University, University of Turabo,  American University  at  Bayamon,  and  at  the  State  University  of  New  York  at  Binghamton.
WHEREAS:   Among the communities  impacted  by the projects  and activity s of  the Liga in the  Humacao   Municipality are  the  following:  Ryer  Home  for  the Elderly,  Colinas  del  Ryder, Hogar  Mediavilla  Negron,  Parcelas  Aniceto  Cruz,  Parcelas  Martinez in  Barrio  Candelero Abajo,  Barrio  Catano,  Barrio  Candelero  Arriba,  Palmas  Academy,  and  the University  of  Puerto  Rico  in Humacao.
WHEREAS:    The  Taino  Indian  acknowledged Mother  Nature as the  source  of  life,  who  provided  the  resources for  all  the needs of  her  children,  and thus  loved,  protected, and  conserved  her from  generation to  generation.
WHEREAS:    The  abuse  that  our  Mother  Nature   receives  could  be mitigated through the education   of  children,  youngsters,  and  adults in our  society,  reason for  which we  consider our  duty to  support and  stimulate the  work  being  carried  out  by  Liga  Guakia  Taina ke, Inc. or  other institutions that are  organized with similar  purposes.
RESOLVED:   By  the  Municipal  Legislature  of  Humacao, Puerto  Rico:
SECTION 1:     We  recognize  and distinguish the  Liga  Guakia  Taina ke, Inc., as  a non-profit  corporative entity   dedicated to  promoting  education and  dissemination of  knowledge  about our indigenous  Taino ethno-historical  and cultural  heritage through  educational,  civic,  social,  and communal  institutions,  located  within and  outside  the  geographical  limited  of  Humacao  Municipality, as  well as other  municipalities  in the eastern region of  Puerto   Rico.   
SECTION 2:  We  extend  to  the  corporation our  most  firm and complete support  in their initiative  to  investigate,  promote, and  disseminate, through education,  the  most  relevant aspects of  our  indigenous  Taino  culture  as  a means  to  better  understand  our  formation as  Puerto  Ricans and  promote  love  for  our land,  which  is  what the  Liga   represents.
SECTION 3::    We  exhort the community  of  Humacao and  all  the  public, and  private entities of  the Eastern  Region of  Puerto  Rico, to  offer their  collaboration and  patronship to the Liga  Guakia  Taina ke, Inc., with the  intention of  achieving   the  objectives  and  goals established by this organization for  the public benefit.
SECTION 4:     This  Resolution will after  being  signed by the Mayor.
SECTION 5:     Send copy   of  the  Resolution to the  Liga  Guakia  Taina ke, Inc.,  Institute  of  Puerto  Rican Culture, Department  of  Education,  State  Department, Historical  Preservation Society,  Land  Authority,  Senate Commission on Tourism and  Culture, Office  of the Governor,  Municipal Office  of  Culture and Tourism,  Planning  Office, the  Antonia  Saez Cultural  Center.
